Overview

Building neglect has been a long-standing problem in Hong Kong. The presence of ageing buildings which lack proper care and maintenance poses potential threats to residents and the public at large.

The results of the public consultation conducted in 2003 and 2005 indicated a community consensus to pursue mandatory inspection schemes to tackle the building neglect problem in Hong Kong.

To tackle the building neglect problems, the Buildings Department (BD) commenced the registration for Registered Inspector (RI) on 30 December 2011 and full implementation of the MBIS and MWIS commenced on 30 June 2012.

To minimise disturbance to the building owners, the BD will arrange buildings to be selected for the MBIS and the MWIS under the same cycle as far as practicable so that the owners can carry out the inspection and the repair works under both schemes concurrently.
