As persons with a disability are more vulnerable and need special care, removal, alteration or obstruction to any approved facilities for persons with a disability constitutes an actionable UBWs and priority enforcement action will be taken.

Operation Check Walk (OCW) was launched since 1997 to deal with the removal, alteration, obstruction and misuse of facilities for the persons with a disability in private shopping arcades and commercial buildings. 15 target buildings have been selected each year for OCW since 2004. Where irregularities of the facilities are found, statutory orders will be issued under the Buildings Ordinance to require the owners to rectify.
