Unauthorised supporting frames for air conditioning cooling towers are building works outside a building without the prior approval and consent of BA or small-scale building works without complying the simplified requirements of the Minor Works Control System. They may:
- constitute structural risks and fire risks endangering the safety of life or property.
- constitute obstruction to light and air.
- obstruct the day-to-day maintenance as well as major repairs to a building.
