Registration guides

General Building Contractors and Specialist Contractors (RGBC & RSC)

(For details, please refer to PNRC 38 / Guidance Note.)

Every registered general building contractor (RGBC) or registered specialist contractor (RSC) is required to appoint:

  • a minimum of one Authorized Signatory (AS) to act for the applicant for the purposes of the Buildings Ordinance (BO)
  • a minimum of one Technical Director (TD) for a corporation to perform the following duties:
    1. have access to plant and resources
    2. provide technical and financial support for the execution of works
    3. make decisions for the company and supervise the AS and other personnel(s) for the purpose of ensuring the works are carried out in accordance with the BO
  • for TD who does not possess the required qualification or experience, an Other Officer (OO) or an AS to assist the TD (each OO or AS is permitted to assist one TD only).

Step 1: Submit Company Documents

You should:

  • submit a copy of the current Business Registration Certificate (IRDB101) issued by the Inland Revenue Department (IRD)
  • submit a copy of the updated certified extracts of information on the business register (IRBR 152) issued by the Business Registration Office of the IRD
  • in addition to the AS/TD/OO, provide appropriate qualified staff to assist the applicant and AS/TD/OO to execute, manage and supervise the building works and street works
  • submit a copy of the current annual return (Form NAR1 received by the Companies Registry) and a statement on the management structure if you are a corporation
  • submit an original Form RR2
  • submit documentary proof for access to plants and resources

Step 2: Appoint AS/TD/OO

(For details, please refer to Appendices A to H of PNRC 38)

You should obtain:

  • the required qualifications and experience
  • if you are an individual, you must be the AS. No TD is required; in addition, you must not be a Registered Minor Works Contractor (Individual) (RMWC(Ind))
  • if you are a partnership, any partner authorized by all the other partner(s) can be the AS. No TD is required; in addition, you must not be a RMWC(Ind)
  • if you are a corporation, the AS must be appointed by the board of directors and the TD must be a director appointed under the Companies Ordinance (CO) and appointed by the board of directors, you may apply for AS and TD at the same time provided that you meet both requirements. The appointed TD must not be a RMWC(Ind)

Note:

A person who has been accepted by the Building Authority (BA) as the AS/TD/OO for a registered contractor will not be accepted as the AS, TD, or OO for another contractor simultaneously for the registration, except for the special circumstances stipulated in paragraph 27 of PNRC 38.

Step 3: Submit Application

You should submit:

  • a duly completed Specified Form BA2
  • a resolution from the board of directors regarding the appointment of the AS/ TD (if applicable)
  • personal documents and records of AS/ TD/ OO including
    1. a copy of HKID card with specimen signature
    2. an original Form RR3
    3. an original Form RR4
    4. a copy of certificate showing academic qualification
    5. a Curriculum Vitae (CV)
    6. proof of work experience in related fields
    7. an original Form RR1 (For AS only)
  • a checklist CL-BA2 and its required information
  • the prescribed fee (for a validity period of 3 years)

Note:

A company can apply for registration as RGBC and/or RSC in one or more categories of specialized works by separate submissions.

Step 4: Attend Interview where Necessary

  • the AS, and where necessary, the TD/OO, shall on behalf of the applicant attends the interview by the registration committee (Refer to Appendix I of PNRC 38 for the requirements and scope of interview)
  • you will be notified of the result within 3 months from the date of the meeting of the registration committee

Step 1: Submit Company Documents

You should submit

  • a copy of the current Business Registration Certificate (IRDB101) issued by the IRD
  • a copy of the updated certified extracts of information on the business register (IRBR 152) issued by the Business Registration Office of the IRD if you are a partnership
  • a copy of the current annual return (Form NAR1) to the Companies Registry and a statement on the management structure if you are a corporation
  • an original Form RR2

Step 2: Appoint AS/TD/OO

  • reference to New Registration

Step 3: Submit Application

You should submit:

  • a duly completed Specified Form BA2C
  • a resolution from the board of directors regarding the appointment of the AS/TD (if applicable)
  • personal documents of AS/TD/OO including
    1. a copy of HKID card with specimen signature
    2. an original Form RR3
    3. an original Form RR4
    4. academic qualifications
    5. a Curriculum Vitae (CV)
    6. proof of work experience in related fields
    7. an original Form RR1 (AS only)
  • checklist CL-BA2C and its required information
  • the prescribed fee for AS only (for remaining period of register)

Step 4: Attend Interview where Necessary

  • the AS and, where necessary, the TD shall on behalf of the applicant attends the interview by the registration committee (for details of the interview, please refer to Appendix K of PNRC 38)
  • you will be notified of the result within 3 months from the date of the meeting of the registration committee

  • application for renewal/ restoration should be submitted within the specified time limit, or the application will not be accepted

Step 1: Submit Completed Forms in Specified Time Limit

For renewal:

You should submit:

  • a duly completed Form BA2A to BD not earlier than 4 months and not later than 28 days prior to the date of the expiry of the registration
  • a checklist CL-BA2A and its required information
  • the prescribed fee for renewal for a registration period of 3 years from the last expiry date

For restoration:

You should submit:

  • a duly completed Form BA2B to BD within 2 years following the date of expiry of the relevant registration
  • a checklist CL-BA2B and its required information
  • the prescribed fee for restoration and registration for a registration period of 3 years from the date of issue
  • any applications for restoration to the register submitted after 2 years from the registration expiry date will be considered as new applications

You should submit:

  • job references on a minimum of one relevant building project (please refer to Appendix M of PNRC 38)
  • or complete a recognized Continuing Professional Development Course

Step 4: Submit Latest Company Documents

You should submit:

  • a copy of the current Business Registration Certificate (IRDB101)
  • for an individual or a partnership company, a copy of the updated certified extracts of information on the business register (IRBR 152)
  • for a corporation, a copy of the current annual return (Form NAR1) to the Companies Registry

Step 5: Attend Interview if Necessary

  • the AS and, where necessary, the TD, shall on behalf of the applicant attend the interview by the registration committee; (for details of the interview, please refer to Appendix J of PNRC 38)
  • you will be notified of the result within 3 months from the date of the meeting of the registration committee
