Buildings Department (BD)

The BD serves statutory notices on the owners of the target buildings requiring them to carry out the prescribed inspection and repair works of their windows within specified time frame.

This includes the windows for individual private premises and common area of the building concerned.

Building Owners served with a statutory notice

The building owners must appoint a Qualified Person (QP) to complete the prescribed inspection and prescribed repair (if necessary) within the specified time frame.

  • The Qualified Person must carry out the prescribed inspection personally.
  • The QP shall ascertain whether the windows have been rendered dangerous or are liable to become dangerous.

Building Owners

Where the QP considers that a Prescribed Repair is required, the owners concerned:

must appoint a Registered General Building Contractor (RGBC) or a Registered Minor Works Contractor (RMWC - who has registered for the minor works in respect of windows) to carry out the prescribed repair under the supervision of a QP.

may decide if they like to appoint the same QP or a different QP for supervision of the prescribed repair.

If the QP appointed for carrying out prescribed inspection of windows is an RGBC or RMWC, the QP may also act as the contractor to carry out prescribed repair. However, the RMWC can only carry out the class, type and item of Minor Works for which it is registered.

Qualified Persons

Upon completion of the prescribed inspection and prescribed repair, the appointed QP must submit a certificate in the specified form to BD for record and audit check.
