Minor Works Contractors (RMWC)


Under the Building (Minor Works) Regulation (B(MW)R), the Minor Works Control System provides a simplified control mechanism to allow the carrying out of minor works without prior approval of plans by the Buildings Authority (BA). In order to ensure their competency, minor works contractors are required to be registered under the Buildings Ordinance (BO). Individual self-employed workers with suitable qualifications and experience are eligible for registration as registered minor works contractor (Individual) (RMWC(Ind)).

Forms and Frequently asked questions for minor works contractors

Under section 11(2) of the B(MW)R, an applicant registering as an RMWC(Ind) must satisfy the BA on: the appropriate qualification and experience; the ability and skills to personally carry out the class III minor works for which registration relates; completion of a recognised training course on class III minor works; and the applicant is suitable for registration in the register.

  • To apply for registration as an RMWC(Ind), you should:
    1. hold a valid Construction Industry Safety Training Certificate (i.e. Green Card);
    2. have completed a recognised training course on class III minor works
    3. possess the relevant qualifications (i.e. a recognised registration or trade certificate in a designated trade); and ;
    4. acquire the relevant experience (where necessary) .

    NB: The applicant may continue to act as the authorized signatory (AS) for a registered contractor who is Body Corporate, but he may not simultaneously act as the AS of a sole proprietorship or partnership, or a technical director (TD) of a Body Corporate.

  • To apply for registration as an RMWC(Ind), simply submit the completed application application Form BA26, together with Checklist CL-BA26 with payment of the prescribed fee, together with the following supporting information:

    Remarks:

    • If your application is incomplete (i.e. supplementary information is required), BD will send you a checklist and require you to submit the outstanding documents within 3 months from the date of BD’s letter. The application may be refused if the required documents are not provided within the said period.
    • For a valid application (i.e. all of the required supplementary documents are satisfactorily submitted together with the application form), BD will invite you to visit the Registration Unit in person to verify the true copies of the relevant documentation. You will be notified of your application result within 3 months from BD's first receipt of the valid application.
  • If your application is allowed, BD will arrange to publish your name in the Gazette and include it in the register of minor works contractors. You will also receive the certificate of registration in electronic form (e-Certificate) and a registration card.

    Those issued Certificate of Registration is still valid up to the date of expiry of registration.
    Those applications submitted on or after 30 June 2022 will receive an e-Certificate and a Registration Card.

  • Training Courses for Registration as RMWCs(Ind)

    1. The registration of minor works contractors in association with the introduction of the Minor Works Control System commenced on 30 December 2009.
    2. This course is for a person intending to register as an RMWC for the carrying out of Class III minor works registered under the name of an individual.
  • Please ensure that you fulfil the minimum requirements on qualifications and experience for the proposed class III minor works items intended to be added.

  • To apply for additional class III minor works item(s), simply submit the completed application application Form BA26C, together with Checklist CL-BA26C with payment of the prescribed fee, together with the following supporting information:

  • The application for renewal or restoration of registration should be submitted within the specified time limit, or the application will not be accepted.

    For renewal:
    Simply submit the completed application Form BA26A and Checklist CL-BA26A with payment of the prescribed fee, together with the following supporting information, not earlier than 4 months and not later than 28 days prior to the date of the expiry of the registration .

    For restoration:
    Simply submit the completed application Form BA26B and Checklist CL-BA26B with payment of the prescribed fee, together with the following supporting information, within 2 years of the date of expiry of the registration .

    • Upon receipt of a completed application, you will be notified of the result within 3 months from BD’s first receipt of the valid application. However, if referral to MWCRC for consideration is required , you will be invited to attend an interview, within 3 months from BD's first receipt of the valid application. Generally, BD will contact you around 4 weeks in advance of the interview schedule, and will notify you the result (i.e. accept or refuse) within 3 months from the MWCRC meeting.
    • If your application is accepted, you will receive a certificate of registration in electronic form (e-Certificate) and a registration card.
