Introduction
To align with the Joint Office's "New procedures for investigating water seepage in private buildings" (hereinafter referred to as the New Procedures), the Building Safety Loan Scheme has introduced a "Provisional Approval Procedure" to expedite the processing of loan applications related to the New Procedures. Specifically, upon the applicant signing all required documents and providing the necessary guarantees, an initial provisional loan amount (not exceeding 30% of the provisional loan amount) will be disbursed to the applicant to assist them in carrying out the relevant building water seepage inspection and testing procedures.
Who can apply?
The applicant must be the owner of a private building, be it a domestic, composite, commercial or industrial building. To submit the relevant application, applicants must hold a "Notification Letter" issued to them by the Joint Office, or a "Nuisance Notice" / "Nuisance Order" issued under the Public Health and Municipal Services Ordinance (Cap. 132).
How to apply?
To apply for a loan related to the New Procedures under the "Provisional Approval Procedure", simply download and complete the application form below and submit it to our Department along with all supporting documents and mark/indicate "Loan Application under New Procedures" on the envelope or in the subject/title of the email.

Submit in person or by post to BD's Receipt Counter at G/F, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon
