Electronic Certificates of Registration

5 July 2022

For registration applications submitted on or after 30 June 2022, the Buildings Department will issue certificates of registration under the Buildings Ordinance in electronic form (e-Certificate) to the applicants via the email addresses provided in the specified forms. Applicants who are Registered Inspectors and Registered Minor Works Contractors (Individual) will also receive the registration cards.

Implementation of E-payment for Registration Application

22 December 2020

E-payment for registration application will be implemented on 28 December 2020. The fee for registration applications including inclusion, renewal/retention and restoration for Building Professionals, General Building Contractors, Specialist Contractors and Minor Works Contractors can be paid online via Electronic Forms Submission System. Please download the specified forms from the link below and submit the fee online.

Registration Matters related to Building (Minor Works)(Amendment) Regulation 2020

The Building (Minor Works)(Amendment) Regulation 2020 ("B(MW)(A)R 2020") will come into effect on 1 September 2020. The number of designated minor works ("MW") items will be increased to 187, included new/amended/repealed MW items1 and new Type H MW has been added.

To simplify the procedures, B(MW)(A)R 2020 stipulates that existing Registered Minor Works Contractors (Individual) and Registered Minor Works Contractors (Company) can carry out the new or amended MW items without applications for registration under the Amendment Regulation. The details are as below:

Registered Minor Works Contractors (Individual) ("RMWC(Ind)")

The existing RMWC(Ind) who have the requisite qualifications and experience of designated trade division in their registration are considered competent to carry out the new / amended Class III MW items of relevant designated trade division2. After the amendment, existing RMWC(Ind) will be deemed to be registered for the new / amended Class III MW items. The Registers will be updated on the commencement date of the B(MW)(A)R 2020 to show all of the new / amended Class III MW items that the RMWC(Ind) are eligible to carry out. Replacement of Certificate for existing RMWC(Ind) is required to include the new / amended Class III MW items of relevant designated trade division. Letter will be sent to the affected RMWC(Ind) for replacement of Certificate.

Registered Minor Works Contractors (Company) ("RMWC(Co)")

The existing RMWC(Co) who have registered according to the Classes (that said Class I, II and/or III) and the Types (that said Type A to G) of MW are considered competent to carry out all the new / amended MW items that have been categorized to the respective Classes and Types of minor works. Updating of Registers or replacement of Certificate are not required.

Pre-application for registration of Type H MW will be accepted starting from today to facilitate the current practitioners and existing RMWC(Co) to register the new Type H MW. The applicants with prescribed qualifications and experience below can submit Form BA25 to register as a new RMWC(Co) with Type H MW in any Class or Form BA25C to register Type H MW in any Class as additional Type of MW for existing RMWC(Co) (applicants shall submit Form BA25D concurrently if nomination of additional Authorized Signatories / Technical Directors to carry out Type H MW is required). The required Forms for registration are provided below.

  3. Authorized Signatory (Registered Minor Works Contractors (Company)) Top-up Course for Type H Minor Works
    1. Contractor companies, which intend to carry out minor works, have to be registered as Registered Minor Works Contractor (RMWC) under the Buildings Ordinance. To apply for registration as RMWC (Company), the company has to nominate at least one individual as the Authorized Signatory (AS) acting on its behalf for the purpose of the Buildings Ordinance.
    2. For current practitioners who do not acquire the prescribed academic qualifications but possess adequate working experience, he may apply for registration as RMWC(Company) when the AS has completed the course.
    3. Contents of the top-up course will focus on introduction to legislation relating to minor works, statutory requirements on health and safety, works management on type H minor works. For more details, please refer to Course Details.
    4. The course duration is 27 hours.
    5. This is a temporary course. The course is scheduled to be held within 2 years from the commencement of Building (Minor Works) (Amendment) Regulation 2020. In view of the development of COVID-19 epidemic situation, the period of the top-up course will be extended for one more year to 31 August 2023.
