Our Services

New Building Works

We control all private building development in Hong Kong under the Buildings Ordinance and allied legislation.

Any person who intends to carry out building works is required by law to appoint an authorized person, and where necessary a registered structural engineer and if building works at any stage involving geotechnical elements, a registered geotechnical engineer, to prepare and submit plans for the approval of Building Authority under the Buildings Ordinance. He is also required to appoint a registered contractor to carry out the building works.

Authorized persons, registered structural engineers, registered geotechnical engineers and registered contractors have statutory responsibilities for co-ordinating, supervising and carrying out building works and submitting stability certificates and test reports. When breach of statutory provisions is identified, the Building Authority may order works to cease or to be remedied. Offenders are also liable to prosecution or disciplinary proceedings.

We will check plans for compliance with the law and refer them to other relevant Government departments for examination in their areas of concern. This centralized processing system ensures that all statutory standards, safety and other requirements under law are met.

Consent to commence building works is required from the Building Authority before the works start and we will monitor sites with works in progress and inspect sites regularly, particularly at critical stages, for safety assurance and for compliance with statutory requirements under law. We also make final checks before issuing an occupation permit.

Construction Site

I. Payment of Fees on Submission of Plans
Fee Description Prescribed Fee (HK$)
A Submission of a new plan or a major revision of such plan of building works in respect of:  
i a proposed new industrial building with gross floor area of 20 000 square metres or less $2,740 for every 100 square metres or part thereof, minimum $10,400
ii a proposed new industrial building with gross floor area of more than 20 000 square metres $2,200 for every 100 square metres or part thereof, minimum $547,100
iii a proposed new non-industrial building with gross floor area of 10 000 square metres or less $4,340 for every 100 square metres or part thereof, minimum $10,350
iv a proposed non-industrial building with gross floor area of more than 10 000 square metres $3,480 for every 100 square metres or part thereof, minimum $434,400
B Submission of a new plan or a major revision of such plan of building works in respect of a proposed new buildings without accountable gross floor area, or of alteration and addition works or other building works not resulting in a new building $14,200 for each size of 841 mm by 594 mm or part thereof of the plan
