Integrated Building Maintenance Assistance Scheme (IBMAS)

IBMAS is a one-stop service, consisting of 5 schemes from Urban Renewal Authority (URA), Buildings Department (BD) and Hong Kong Housing Society (HKHS), co-ordinated by URA, providing financial assistance and technical support to building owners.

Under the IBMAS, owners can simply complete one set of application forms for multiple applications by those who meet the eligibility criteria of the respective assistance schemes to carry out building and window repair works:

  • Common Area Repair Works Subsidy
    by Urban Renewal Authority
    • For eligible buildings, a subsidy of 20% of the approved cost or up to HK$3,000 per unit capped at HK$1.2 million per Owners' Corporations (whichever is the lower).

  • Home Renovation Interest-free Loan
    by Urban Renewal Authority
    • An interest-free loan of up to HK$50,000 per domestic unit for interior repair works (including windows) provided to eligible owners.

  • Owners' Corporation Formation Subsidy
    by Urban Renewal Authority
    • To facilitate building management & maintenance, a subsidy of HK$3,000 in the formation of Owners' Corporation for eligible buildings.

  • Building Safety Loan Scheme
    by Buildings Department
    • Loans to owners (up to HK$1 million for each unit of accommodation) for carrying out building and window inspection and repair works, and interest-free loans to owners meeting asset limit requirements.

  • Building Maintenance Grant Scheme for Elderly Owners
    by Hong Kong Housing Society
    • A grant of up to HK$40,000 per unit provided to eligible elderly owners / occupiers meeting income and asset limit requirements for repair works in common parts and individual units. (Government fund administered by HKHS)
