Terms of Reference

The terms of reference of Advisory Committee on Barrier Free Access (ACBFA) are to offer advice to the Building Authority in relation to plans submitted for a new building or for alteration and addition to an existing building as to whether reasonable access will be provided in the building for persons with a disability.  In arriving at such an advice, the Committee should consider the following :

  • the standards and requirements contained in Building (Planning) Regulation 72, the Design Manual - Barrier Free Access 1997 and any other relevant statutory provisions;
  • whether it is practicable to provide such access within the curtilage of the building, bearing in mind the physical location and immediate environs of the building; and
  • whether providing such access would impose unjustifiable hardship on the person seeking approval or any other person.
