The Enactment of Building (Planning) (Amendment) Regulation 2008

Outline

The Building (Planning) (Amendment) Regulation 2008 ( ¡§Amendment Regulation¡¨ ) is to tie in with the revised design requirements set out in the soon to be issued Design Manual ¡V Barrier Free Access 2008, which will enhance the provision of access to buildings and their facilities by people with disabilities. The major areas of enhancement include: 

  • New requirements on the provision of access to an auditorium and related facilities, Braille and tactile information, tactile warning strips and tactile guide path for different types of buildings;

  • More detailed requirements on the number, size and signage of accessible parking spaces; 

  • Revision of door design in terms of width and closing device;

  • Improvement of directional signs;

  • Specification of minimum illumination levels for corridors, paths, staircases and lift lobbies for people with visual impairment;

  • Detailed requirements for emergency call bells in accessible toilets; and

  • Provision of assistive listening systems for people with hearing impairment.


Implementation Timetable

The Amendment Regulation will come into effect on a day (tentatively on 1st December 2008) to be appointed by the Secretary for Development.
